Health Care costs were calculated in accordance with a formula provided by James M. Hartman, Erie County Director of Budget, Management, and Finance:
Medical benefits total: $26,337,596 (See, 2006 Erie County Budget, Book A, p. 133) divided by salary total (excluding self-funding departments): $177,000,000 (Telephone conversation, Hartman and Kevin P. Gaughan, 9/27/06) = 14.6%  This percentage was then multiplied by elected official and staff member's salary to arrive at the amount paid by Erie County for each individual's health care benefits.
Pension costs were calculated in accordance with a formula provided by James M. Hartman, Erie County Director of Budget, Management, and Finance:
Pension Benefits total: $24,357,535 (See, 2006 Erie County Budget, Book A, p. 133) divided by salary total (excluding self-funding departments): $177,000,000 (Telephone conversation, Hartman and Kevin P. Gaughan, 9/27/06) = 13.7%.  This percentage was then multiplied by elected official and staff member's salary to arrive at the amount paid by Erie County for each individual's pension benefits.
